Decrees of the Ministry of Education

In this post I am going to collect links to documents that I think it would be nice to have a record of but i may not want to bother printing them out. The first come from the "Decrees of the MOE" (zhonghua renmin gongheguo jiaoyubu ling) website, which contains a long list of 22 decrees that are only titled decree no. 1, decree no. 2 etc. and a further 27 decrees of something called the educational committee (jiaoyu weiyuanhui).

I have some general questions that emerge here:
what is the educational committee. is it somehow a precursor to the current "ministry of education"? also what is 教人？

do i realistically expect that i am going to use these documents? perhaps if i have a specific question that emerges during my analysis i can come back to these documents as reference materials.
