50 years of Chinese Education

I am again returning to my educational policy document content analysis endeavoring to apply newly learned principles and guidelines from "Analyzing Media Messages: using quantitative content analysis in research".

My current task is to decide upon a sampling universe, sampling frame, sampling method and to come up with a sample.

This project involves so many dimensions that continue to demand that I am first clear about my research questions and my hypotheses but these seem to bend in the wind as I try to get a grasp on which documents I would like to analyze.

I have discovered some summary reports of educational development over the decades since the founding of New China.

They only go up to 2001 but these should prove helpful. Within each report are mentioned several documents that presumably exerted an influence. As I explore this avenue as a possibility i am faced with several new questions.

Do I want to look at documents from 1950 all the way to 2007 or do I want to restrict the sample a little more?
Do I want to look at all documents about all aspects of education or do I want to only look at those that are relevant to basic education? I expect the latter.

The next task remains to come up with a list of all of these documents. Do I want to print each of the reports out and make them into a booklet? Or do I want to save some paper and do it electronically some how? I suppose a numbered list that could be made hyperlink active would be ideal. So I start with 1950 and work my way up?
